Commander Zevlor is a side character or boss in Baldur's Gate 3. He is a Tiefling leader of the Tiefling Refugees hiding within the Druid Settlement at Silvanus' Grove.
Passive Features
Even though Zevlor is a Tiefling, as of Patch 9 of Early Access he does not have Darkvision. This may be a bug.
Background
Zevlor was a Commander of the Hellriders of Elturel. After the Fall of Elturel, many people started viewing Tieflings with distrust thinking their race had a blame on it. Due to this, Zevlor found himself forced to leave his position and abandon the city, taking a group of tiefling citizens with him in order to grant them a better life at the city of Baldur's Gate.

The player finds Zevlor for the first time during the first Goblin assault to the Grove where him, alongside Aradin, Wyll and some of his followers, defended the attack on the gates.
After the skirmish, Zevlor requests the player's aid against Kagha and the Goblin leaders. He offers as a reward his enchanted gloves, the Hellrider's Pride.
Regardless of how the player deals with the Druid situation, should they side with the tieflings and Zevlor is still alive, he'll be extremely grateful towards the player. He'll prepare a surprise party at the player's camp with the rest of the refugees, before leading them to the city. After this, he bids them farewell and wishes to encounter the player again.
Should the player side with Minthara and the rest of the goblins instead, he'll furiously call the player a traitor, and take up arms to defend his people.
Even if the player sides with the refugees, Zevlor can still die. If this is the case, he'll be replaced by a different tiefling as the refugees' leader.
