Phyria Gollus can be found in the Lower City of Baldur's Gate between the Elfsong Tavern and Baldur's Mouth. 
Augur Harxkellan is giving an inspiring speech to a crowd of Gortash supporters.
If Gortash is defeated, Phyria and the rest of the crowd disappear, and cannot be interacted with again.
