Muttonchops Dorryss can be found in the Lower City between the Elfsong Tavern and Baldur's Mouth, listening to Augur Harxkellan's speech on their savior Lord Gortash.
If Gortash is defeated, Dorryss and the rest of the crowd disappear, and cannot be interacted with again.
