Delcan is packing and moving stacks of papers at the entrance of Baldur's Mouth in the Lower City. If spoken with, he expresses irritation with the party and loudly proclaims, "I DON'T SELL THE BROADSHEETS. Goodbye."

Papers can be purchased from news hawkers scattered throughout the city.
