Exploring this area will trigger an attack from a Spectator, which will cure Dhourn's petrification, who will fight alongside it unless the charm on him is broken by any amount of damage. Once the Specator is defeated, Dourn will then attack his rescuers (he's not very grateful). Dhourn holds one of the three pieces required to rebuild the powerful Mourning Frost.
Tactics

The fight with the Spectator and then Dhourn can be skipped by using a Familiar. A Familiar exploring the area and attacking the petrified drow will not trigger the Spectator. A Familiar can therefore walk down from the Selûnite Outpost waypoint and kill Dhourn while he is petrified--his body is the closest to the top right of the cragged rock. A character can then sneak to the body, loot it, and sneak back to Selûnite Outpost, obtaining Dhourn's loot with no combat. Classes without familiars can achieve this as well by using the Cheeky Quasit familiar from the Apothecary's Cellar.
