Ferg is a Sharran lookout watching out for Shadowheart's return. If Shadowheart is in your party he will beckon you when you come close, and he will walk away when the dialogue is done, never to return.

Ferg has a special stock of goods, which he can be convinced to sell. To do so, you must have Shadowheart in the party who have become a Dark Justiciar during The Chosen of Shar. If Shadowheart rejected Shar during this quest, she shouldn't be present, and you must pass a Persuasion check during the dialogue.
