Efrin is one of Auntie Ethel's victims. He is found in the Entrance Gallery of the Overgrown Tunnel near the Blinded Elf. He is found in a petrified state.

Chapter One
You can interact with Efrin in one of two situations. Either when he's petrified, or after you've killed The Hag. If you remove the petrification he dies and you will not have the option to interact with him after you've killed the Hag.
In the Overgrown Tunnel
While Efrin is petrified
When you first meet Efrin, he is petrified. Throwing a Basilisk Oil potion at his feet will cure him of the status condition and begin a conversation with him. During the conversation you learn that he has a disease called "The Bite" (also called Laduguer's Bite). Efrin yells at you for "saving" him while the disease is not cured and he dies.
Casting Speak with Dead on Efrin after he dies provides more information about his life including his surname and family status.
