HasHighGroundRangeExtension is a spell flag. Spells and other actions with this flag receive extra range when targeting a lower elevation.

By default, only the horizontal distance between an attacker and target matters for range calculations. The vertical component of the distance is not considered. However, actions with this spell flag gain increased horizontal range when targeting a lower elevation equal to this vertical distance. For example, against enemies 9 m / 30 ft below, a Fire Bolt Fire Bolt (range of 18 m / 60 ft) has a maximum horizontal range of 27 m / 90 ft.

There is no corresponding range penalty when attacking a target at a higher elevation.
