Rabbelle can be seen among the crowd being riled up by Churg Elvek as he accuses Volo of lies and conspiracy theories. She can only be talked to by entering stealth and then interacting with her. If the party trigger the cutscene, Churg and his crew light the flammable liquid on fire and attack the party while Rabbelle along with the other civilians in the crowd runs away and disappears for good.
