Marie Taylira can be found towards the end of
Act Three in the
Lower City.
Marie Taylira shows up at the docks west of the Blushing Mermaid in the Lower City once all three Netherstones have been collected by the party. Once the party approach, she is forcefully transformed into a Mind Flayer by 
Ceremorphosis together with 
Servant Asthena and 
Tailor Vhynce.
