Philomeen is a gnome that gives you a barrel.

Act 1

Elder Brithvar mentiones that a deep gnome fled with some smokepowder. Philomeen was fed up with the Duergar's cruelty towards her and her people so she has escaped. She also took a Runepowder Barrel with her and hid. It is possible to obtain the barrel without her detonating by sneaking past her and moving it away from her. You can then steal it, although be sure to make sure she does not pickpocket it after she leaves.

Runepowder is gnomish folklore - an explosive of immense power handed down to them by their war-god Gaerdal Ironhand. A formula so dangerous it was stricken from history. Philomeen wants to bring the Runepowder back to Baldur's Gate - that is her mission. She'd like to have her clan with her, but she knows the mission must come first. Her clan are freedom fighters and they need this powder to "prove a point", that's all she can say.

But none of this backstory matters because Philomeen is cool and she will gladly give you the barrel.

If you ask for another she will give you more barrels.

How to find

On the eastern side of the Dock there are locked double iron doors northeast of the boat. In the next chamber there is a hidden door that can be opened by a button revealed by a passive Perception check. After an encounter with three Ochre Jellies take the stairs and go eastward until you reach a cliff. Jump cross the gap and after another locked door you will finally meet Philomeen.
