Avourel is a retired Flaming Fist who is still adjusting to retirement. Avourel can be found with a group of retirees in the Lower City of Baldur's Gate during Act Three.
Most elves don't oft retire. Guess I'm one of the lucky few.

Avourel is in Bloomridge Park discussing the state of the Flaming Fists with Eldaernth Eldaernth, Thokki Thokki, and Vistra Vistra.
