The words that attempt to escape her desiccated, undead, presumably tongueless mouth are indecipherable. Understanding her requires passing a DC 10 Insight check to understand her miming, or casting Detect Thoughts and passing the associated DC 10 Intelligence check. If the latter check is passed, the player is rewarded with her brusque inner monologue:

Does this arsehole not understand Common?! DO. YOU. WANT. TO. BUY. FACE-PAINTS?

Neither of these checks are actually required in order to access her trade inventory, as the player can still press the "Trade" button in the lower-right corner during dialogue to access her wares at any point.
