Popper is a Kobold at the Circus of the Last Days in Rivington. He sells items he has looted from corpses.

Involvement

Popper has the  Clown's Severed Hand on display in his shop. If caught stealing it, rather than calling the guards, Popper instead tries to barter for the item, offering it to the party for 10,000 gold claiming it has "artisinal bite marks".

A party member can then pass an Intimidation or Persuasion check to convince him to part with the hand. If they pass a Deception check and claim they can get a hand from elsewhere, Popper lowers the price to 100 gold instead.
