Yep! It looks like those three spells you mentioned are missing the IsHarmful spell flag so Sanctuary does not stop them from being targeted.
The reverse is not true though. A creature protected by sanctuary will still break the effect when casting these spells (since dealing damage is another criteria for breaking sanctuary). NtCarlson (talk) 01:06, 21 April 2025 (CEST)Reply
