Carmen stocks a collection dyes and low-priced Camp Clothing. She is the sister of Figaro Pennygood the owner of Facemaker's Boutique in the Lower City. Carmen and Figaro's father recently passed, and the two have an uneasy relationship. The party can speak to Carmen about Figaro's name appearing on a hit-list. She is concerned, but insists that the party should warn Figaro as he would not believe her.
