Refugee is an unnamed corpse in The Risen Road toll house during Act One.

The unnamed refugee is in the same room as Cyrel Cyrel in The Toll House. He was part of Anders Anders' group sent to kill Karlach Karlach. Although his living companions claim allegiance to Tyr Tyr, speaking to him via Speak with Dead Speak with Dead reveals their ruse.

The refugee can be spoken to with Speak with Dead Speak with Dead.
