Civilian[1] can be encountered in Wyrm's Rock Fortress in Act Three.

Act Three[edit | edit source]
Civilian stands in the corner of reception room in the Wyrm's Rock Fortress, waiting his case to be brought on before a Flaming Fist investigator. Along with Arborio Rolfin, he is likely to be accused of breaking and entering, as well as arson. Their lawyer Fentamia Viney tries to practice with both a defending speech, but unlike his fellow, Civilian continues to let slip both are actually guilty.
