Vatas appears at the tiefling camp celebration which happens during a long rest after successfully finishing 
Defeat the Goblins. He takes the place of 
Danis, if he is dead.
He appears as one of the dead tieflings at the Goblin Celebration in case the quest Raid the Emerald Grove was completed.
