Rhy is one of the tiefling refugees seeking shelter at the Emerald Grove in Act One.

Rhy only appears at the tiefling camp celebration, which happens during a long rest after successfully finishing 
Defeat the Goblins. He takes the place of 
Guex, if he is dead.
