Popper is a Kobold at the Circus of the Last Days. He will sell you items he has looted off of corpses.
He has the Clown's Severed Hand on display in his shop. If you are caught stealing this item, rather than calling the guards, Popper will instead try to barter for the item, offering it to the player for 1000 Gold.
