Dying Stone Lord Thug can be found on the shore of the River Chionthar, down the cliff and almost under the monumental bridge on which Wyrm's Crossing is located. (X: -141 Y: 73). He is sitting leaned against a low hedge with a knife deep in his guts. When the player approaches him, they can speak to the Thug, but only to watch him inevitably die after a couple of phrases.
However, Dying Stone Lord Thug may occur to be one of disguises that Orin the Red takes to mock and toy with the player character.[1] In this case, the dialogue with the Thug will be longer and more meaningful.
