Billigan can be found with his wife 
Sammia Indigo, and his son 
Dannbo Indigo waiting to enter the city behind 
Noira Crysst and 
Horus Crysst. However, the line is not moving, as the Fist seem to have shut down entry to refugees. Billigan calls the situation "hopeless" when spoken to.
