Noira can be found with her husband  Horus Crysst, and her son  Torin Crysst attempting to convince  Fist Kepso and  Fist Silena to let them in. Unfortunately, the Flaming Fist soldiers refuse to let refugees in, even though they have family members inside Baldur's Gate, because they are outsiders.
