Saer Grotpoll is a high elven character, a Baldurian in Act Three.

Involvement

Saer Grotpoll is in Rivington, near the Requisitioned Barn at (Rivington X: 44 Y: -103). He is trying to draw everyone's attention (mostly to himself) by shouting out his indignation with hundreds of refugees who temporarily reside around Baldur's Gate, trying to find safety from the armies of the Absolute.

 Fist Lochan nearby tries to bring him to reason, however, without any success.

When spoken to, Saer Grotpoll calls the player character 'another visitor'.

If the player character is a Baldurian themselves (for example, a Human or a High Elf custom origin, or  Karlach,  Astarion or  Shadowheart), they have several additional dialogue options to counter Grotpoll's rumblings, including the line about his own accent that betrays himself being from Rivington rather then a 'pure' Baldurian (using this line brings approval from  Astarion,  Karlach and  Jaheira).

If the player character is a custom origin who clearly is not a native-born of Baldur's Gate (like a Drow), they have an option to make a  DC 15 Deception Check to convince him.

However, even any of these do not change Grotpoll's opinion or tamp down his temper.
