Ontur is a dwarven wine merchant who can be found at the Wine Festival at Highberry's Home in the Lower City of Baldur's Gate.

Ontur can be found at his stall at the wine festival if the party began 
and the wine festival takes place.
After Dolor reveals himself and attempts to kill Cora Highberry, Ontur runs off and cannot be seen again.
