Portyr seems to be having severe short-term memory issues and keeps forgetting what Lora has said only seconds earlier in the conversation. A successful Arcana check reveals that her memory has been magically tampered with.
Speaking to Lora and Portyr allows the party to begin the
quest.Through progressing the quest to save Vanra, it is revealed that Auntie Ethel has bewitched Portyr to prevent her from investigating Vanra's disappearance.
