Billyum is almost in the center of the Lower City Graveyard, across the Mortuary. He is grieving at the fresh grave of his mother Janina, who was murdered by the serial killer Dolor. He talks to her as if she is still alive.
If spoken to, Billyum says that he is trying to get some blue flowers for his mother. If the Investigate the Murders quest is already resolved, he tells his mother that "they got the bad man".
