Heder Cross is a human child gawking at the elementals inside the Sorcerous Sundries shop in the Lower City in Act Three.
You look like you could drink an entire water elemental in one go!

Heder Cross, together with his mother Thalita CrossThalita Cross, are observing the water and lava elementals exposed in the hall of the magic shop. They are discussing the elementals and some petty household problems.

If spoken with, Heder tells the party that he would like to have an elemental as a pet. He promises that if that happens, he will not let the new pet die "like a goldfish".
