Fist Wililams is a human member of the Flaming Fist who guards the gallows in the Lower City.

Williams can only be found guarding the gallows outside of the Basilisk Gate Barracks if Councillor Florrick is executed. When talked to, he will believe the propaganda and state "good riddance".
