Civilian can be found near the Flymm's Cobblers in the Lower City during Act Three.

Civilian is considering whether to purchase a charm from Honest Vendor'sHonest Vendor's street stall near Flymm's Cobblers. She claims that her fiancé has been charmed by the Absolute and seeks a way to return him and protect herself. However, she doesn't quite believe in the power of these charms and is reluctant to use them openly.
