Act One
He can be first encountered trying to scam passersby in the Emerald Grove with his sister Silfy. When first spoken to, he might comment on the race of the party member who he is talking to, being wary of drow or remarking he has never seen anyone like the party member before if they are a more exotic race. Regardless of this first interaction, he will show the party a magic trick making a ring appear and encouraging the party to take it, calling it "lucky". The party member can take the ring normally or, after calling out the magic trick, make it disappear with a magic trick themselves by passing a Sleight of Hand check. In either case, when the ring has been taken Mattis will present a coin and ask the party member to call heads or tails, and regardless of the party member's choice the chosen outcome will occur, supposedly demonstrating the ring's magical property. Mattis then claims to have many such rings and tries to make the party buy something from his inventory.
Before and after looking at his wares, Silfy will try to steal back the magic ring as well as some of the takling party member's possessions, usually some Gold and a gemstone. If the party member passes a passive Perception saving throw, they can catch Silfy in the act and take back the possessions. If failed, a passive Perception check will trigger which, if passed, starts the quest Find Your Belongings.
Instead of looking at his wares, the party member can ask Mattis to repeat the coin trick, claiming that one demonstration wasn't enough to convince them of the ring's magic properties. This can be repeated up to six times, after which an exhausted Mattis will directly ask the party member to look at his wares or leave.
Throughout this conversation, rogues have special interaction options that allow the party member to identify the tricks and scams that Mattis is using, leading to him ultimately letting the party leave without trying to steal from them.
If Save the Refugees is completed and the tiefling refugees are preparing to leave the Druid Grove, Mattis can be found arguing with Mol over all the items he wants to take with him.
Act Two
If Rolan was convinced to stay and help defend the Emerald Grove in Act One, Mattis can be found at the Last Light Inn. He'll have set up a shop again selling mostly worthless junk with some items of worth. Mattis can also be convinced to hand over, or otherwise sell the Tower-Shaped Key for 1000 gold through dialogue.
Act Three
If the Tiefling children were saved by Rolan in Act Two, Mattis will have moved his shop to near the Requisitioned Barn in Rivington. He’ll state that he looted Moonrise Towers after the party's fight with Ketheric Thorm.
